FAQ: The Collapse Rule

1. Does the Presidential Modification for horse collapses apply only at Hunter, Jumper, and H/J competitions?

Yes, the Presidential Modification effective July 1, 2025, applies only at hunter, jumper, and hunter/jumper competitions. For all other competitions, GR 849 (Mandatory Reporting and Cooperation of Horse/Pony Collapse) applies.

2. Why does the Presidential Modification only apply in the hunter/jumper disciplines?

The hunter/jumper community has expressed concerns about horse collapses at competitions due to the administration of prohibited substances intended to quiet the horse. This poses a significant risk to the health and well-being of horses/ponies, as well as the safety of others.

3. What is the definition of a collapse under the Presidential Modification?

A horse is considered to have collapsed when while it is not ridden, any part of the horse’s body, except for the hooves, unintentionally touches the ground or an obstacle and the ground, even if the horse stands back up afterward.

4. Won’t the rule apply to horses who choose to roll, or who trip?

No. GR849 defines a collapse as “a fall to the ground with no apparent cause.” Horses choosing to roll or who trip over their toes have a readily-apparent cause which prompted their contact with the ground.

5. When can a collapsed horse/pony return to competition?

Any horse/pony that collapses is barred from competing for a minimum of 7 days following the collapse. For example, if the collapse happens on Wednesday, the horse/pony cannot return to the showgrounds and compete before the following Thursday. Following the 7-day period, the horse/pony can return to the showgrounds and compete after the Federation receives a completed Federation form signed by a licensed veterinarian certifying they examined the horse/pony post-collapse, and it is fit to compete.

6. Is a collapsed horse/pony permitted to stay on the grounds of a licensed competition following the collapse?

No. Following the collapse, and after the licensed official causes blood samples to be taken from the horse/pony, the horse/pony needs to vacate the showgrounds. Of course, there is an exception for situations where it is impossible or a threat to the horse/pony’s health to move them promptly. Please contact [email protected] for additional information.

7. Why must horses be removed from competition grounds for a minimum of seven days following a collapse?

The Federation’s goal is for horses to be examined by a veterinarian to check for undiagnosed medical conditions following a collapse. It is our belief that a horse who has suffered a collapse needs time to recuperate, in addition to a thorough examination by a treating veterinarian who is familiar with them. These objectives may be more easily achieved away from the show grounds.

Potential situations where no alternative stabling can be located or where a horse's health could be compromised by a move will be reviewed on a case-by-case basis. The USEF steward or competition manager can contact the Federation for assistance in this matter (859-810-8733). We understand these circumstances may arise, and we will prioritize the best interest of the horse.
