Rulings and Findings

Penalties imposed through the disciplinary complaint and hearing process, including Hearing Committee Rulings and Informal Resolutions, are published on this page. The publication for each matter includes the violation and penalty along with any relevant information on how the penalty was reached.



Hearing Committee Decisions and Informal Resolutions

The table below lists decisions and resolutions that resulted in one or more penalties under GR703. It includes:

  • Hearing Committee decisions
    • Before January 19, 2026, the Hearing Committee published summaries of its findings and conclusions in each matter. Going forward, the Hearing Committee will publish its complete reasoned decisions to provide greater transparency, help members understand how the rules are applied, and make the hearing process easier to follow. The reasoned decisions are incorporated below.
  • Informal Resolutions
    • An Informal Resolution is an agreement between the parties that allows the member and the Federation to resolve the matter without the time and uncertainty of a hearing before the Hearing Committee. Most cases are resolved through informal resolution.
  • Automatic suspensions issued under GR913.1 and GR1301.4
    • Individuals or entities who have not settled indebtedness owed to the Federation or to a Licensed Competition.

Resolutions are posted on this page after the relevant case has been resolved. They remain posted while any penalty is upcoming or active.

This page is not a complete list of all individuals who are ineligible to participate in the sport. For example, it does not include individuals whose SafeSport Training has lapsed, individuals serving a medical suspension, or individuals serving suspensions issued by FEI, USADA, or the U.S. Center for SafeSport. A person on suspension or expulsion is considered not in good standing and suspended from membership. During the period of suspension or expulsion, they are prohibited from all Federation activities, including but not limited to the following:

  • Attending and/or taking any part whatsoever in any Licensed Competition as an exhibitor, participant, or spectator. This means you are excluded from all Competition grounds during Licensed Competitions during the period of suspension. You cannot be on grounds from the time participants are admitted on the Competition grounds until the last time for departure. This also means that you cannot be on Competition grounds during schooling or other such days prior to the start of the Competition for any purpose, including for activities such as coaching riders, training or schooling horses or trailering horses on or off Competition grounds.
  • Participating in all Federation affairs and activities.
  • Holding or exercising office in the Federation or in any Licensed Competition.
  • Attending, observing or participating in any event, forum, meeting, program, clinic, task force, or committee of the Federation, sponsored by or conducted by the Federation, or held in connection with the Federation and any of its activities.

In addition, any horse or horses, completely or in part owned, leased, or of any partnership, corporation or stable of theirs, or shown in their name or for their reputation (whether such interest was held at the time of the alleged violation or acquired thereafter), is also suspended for the same time period, unless suspension relief has been granted by the Hearing Committee.
