FAQ: Steward and Technical Delegate Reporting at USEF Competitions

1. How do I submit my Steward or Technical Delegate Report Online?

2. What if a competition I am officiating at is not appearing on my Report Dashboard?

Competition management is responsible for adding the officials to the event through the Officials List Tile on their Competition Dashboard. This tool verifies the eligibility of each official. If the show is not appearing on your Report Dashboard, it is likely that the manager has not entered in this information. To be added to the officiating history, contact competition management and request they add you through the Officials List tile on the Competition Dashboard.

Please note if the Competition Report has already been submitted, management will no longer be able to add officials. 

3. When must I submit my Steward or Technical Delegate Report to USEF?

Within 14 days of the last day of the competition.

4. What accident reports are required to be submitted within 24 hours?

The following reports must be submitted to USEF within 24 hours of the incident:

  • Human and Equine serious injuries
  • Human and Equine fatalities
  • Equine Collapse
  • Apparent concussion or possible head injury

Example: If a concussion/serious injury/fatality/collapse occurs at 9:00am, the report is due no later than 9:00am the next day.

5. What incidents must be called into the Federation in advance of submitting the accident/injury report?

In the case of: Human and Equine serious injuries, Human and Equine fatalities, Equine Collapses, the Federation must be notified via phone as soon as possible. 

6. What is the definition of a Serious Injury?

For the purposes of reporting, USEF defines a serious injury as any injury or illness that is potentially life threatening or may result in extended hospitalization. When in doubt, treat the incident as serious with regards to the reporting process.

7. How do I call in Serious Injuries, Collapses and Fatalities?

  • During business hours, call the USEF main phone number and state you have an accident/injury to report: (859) 810-8733
    • Business hours are Monday-Friday, 8:30AM-5:00PM Eastern Time
  • After business hours and on weekends: call the USEF hotline number (859) 312-5186 NOTE: This number is not serviced during normal business hours. 

8. How do I submit an Online Accident Injury Report?

9. What supplemental documents are required when reporting on accidents/injuries?

Human Accident/Injury Report supplemental document requirements:

  • Entry blank
  • State waiver and release of liability 
    • This is traditionally included as part of the entry blank for most software (typically 2 pages). For some shows, the waiver may not be printed with entry blank and will need to be printed separately. 
  • Medic Report Form 

Equine Accident/Illness Report supplemental document requirements:

  • Entry blank
  • Vet Report Form

10. What do I do if the Qualified Medical Personnel is refusing to provide the information regarding a participants injuries?

Competition Management should disclose to the Qualified Medical Personnel (QMP) in advance of the event, the reporting requirements regarding Accidents/Injuries that occur at USEF competitions. If you experience a situation where the QMP will not provide you with a copy of the required information, please reach out to us and we will work to assist you in obtaining the required information. 

11. How should I address loose dogs at USEF competitions?

Loose dogs at competitions pose a health and safety risk to both horse and human attendees. Stewards and Techincal Delegates should issue warning cards to owners failing to comply with the requirements of GR1301.6. 

12. Can children drive scooters or golf carts at competitions?

No, minors cannot drive scooters (stand on or ridden) or golfcarts, regardless of if they are powered by gas or battery. Small, battery powered, stand-up scooters are not permitted.

Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions.
