Diversity, Equity, Inclusion, and the United States Olympic and Paralympic Committee

The USOPC was reorganized by the Ted Stevens Olympic and Amateur Sports Act, originally enacted in 1978. Pursuant to Section 220511 of the act, the USOPC is required to submit a report to Congress every quadrennium detailing its operations for the preceding four years. This report must include information regarding the participation of women, people with disabilities, veterans, and people of color in NGB athletic, governance, and management activities. The report must also include descriptions of programs and initiatives that encourage the participation of women, people with disabilities, veterans, and people of color within each NGB and High Performance Management Organization (HPMO).

Additionally, by signing the Performance Partnership Agreement, each NGB and HPMO is required to submit its diversity data annually.

The USOPC D&I Scorecard is one of the ways the U.S. Olympic and Paralympic family has committed to meeting its goal of reflecting the nation’s growing diversity. The scorecard is designed for the USOPC, NGBs, and HPMOs to identify opportunities to become more diverse and inclusive as it relates to athletes, coaches, staff, governance, and membership. The scorecard also allows for comparison of NGBs and HPMOs in a manner that respects the uniqueness of each sport and its resources.
