Beginning with the 2008 competition year, the entire USEF Rule Book will be available on a convenient USB flash drive commonly known as a “memory stick.” This initiative is sponsored by the Hagyard Equine Medical Institute. When you renew your membership for 2008, and if you desire a USEF Rule Book, you can choose to either receive the two-ounce, two-inch lightweight memory stick or the four-inch thick, three-pound printed USEF Rule Book. Since the entire USEF Rule Book can be conveniently accessed and searched online at www.usef.org, most members choose not to have one sent to them. Members of the USEF Board of Directors test drove the virtual version over the last six months and gave it rave reviews.

United States Equestrian Federation Now Accepting Nominations for the Lifetime Achievement Award
Nominations are now being accepted for the United States Equestrian Federation Lifetime Achievement Award. The recipient of this award will be presented the Jimmy A. Williams Trophy at the 2008 Annual Meeting. This award recognizes an equestrian whose lifetime experience and accomplishments exemplify uncommon devotion to the sport of competition with horses and whose equestrian career and horsemanship have continually elevated the sport’s excellence. Please be aware that the nominee must be living and should be retired from actively competing in equestrian sport.

Dutton Does It Again at Wits End
If Phillip Dutton keeps up this winning business, they'll have to stop him at the Canadian border next year so that someone else can have a shot at winning. For the second year in a row, Dutton, from West Grove, PA was the overall winner at the Wits End CIC-W*** in Mansfield, Ontario, Canada, September 28-30. Last year he won the event riding Tru Luck and this year he was partnered with Acorn Hill Farm's handsome chestnut gelding Woodburn, who was previously successful with Emily Beshear and looks to have a promising future ahead of him with Dutton in the saddle. Now that the pair is qualified, there may be a trip to the FEI World Cup Finals next year, or perhaps the Olympic Games in Hong Kong will be his big ticket.

Dressage at Devon Wrap-Up
It's considered the most prestigious show on the East Coast, if not the entire U.S., and only the best of the best emerge as winners at the inimitable Dressage at Devon. Courtney King of New Milford, CT, wrapped up her weekend with more wins than any other competitor showing in the performance division. With five world-class mounts under saddle, King came down the center line 11 times and galloped the honor round of victory five times at the 33rd Annual Dressage at Devon CDI-W/Y/J presented by WT/Direct, held September 27-30, in Devon, PA.

Tatiana Dzavik Wins ASPCA Maclay Region 1 Qualifier, Region 4 Goes to Jennifer Waxman; Final List of Qualifiers Announced
The final two qualifiers for this year's ASPCA Maclay National Championship were held this past weekend. The winner of Region 1 was Tatiana Dzavik of Toronto, Ontario, Canada. The victory in Region 4 went to Jennifer Waxman of Chagrin Falls, OH. The national championship will be held on October 31-November 4, 2007, at the Syracuse Invitational Sporthorse Tournament in Syracuse, NY.

Miles and McKinlaigh Clinch the CIC*** Title at Twin Rivers Horse Trials
Gina Miles and McKinlaigh galloped away with the win in the CIC*** at Twin Rivers Horse Trials, this year's last USEA/Adequan Gold Cup series event. The pair incurred only a single time fault in show jumping, but left all the rails neatly in their cups to finish with a score of 72.7. The stunning 17-hand Irish Sport Horse gelding owned by Thom Shulz and Miles performed beautifully this weekend, after having just come back from the Pan American Games in Rio, Brazil, with a Individual Bronze medal and team gold. Miles said making the time on cross-country wasn't a huge issue for her, as she mainly hopes to keep McKinlaigh sound and healthy for next year's Olympic Games. A local Californian, Miles was glad to support her local event and was even more thrilled with Mac's efforts around the solid course.

AAEP Healthy Horses Workshop to Feature Olympian David O’Connor
The AAEP’s Healthy Horses Workshop, an event designed for non-veterinarians interested in equine health care and featuring leading veterinary experts delivering the latest news and advances in horse health, will be held Saturday, December 1, in Kissimmee, FL.
Now in its eighth year, the event will feature seminars and demonstrations addressing horse health topics that are important to horse owners, as well as a special demonstration by Olympian David O’Connor.

Dansko Fair Hill International Festival in the Country Returns October 18-21
World-class equestrian action returns to highlight the 19th Annual Dansko Fair Hill International Festival in the Country, October 18-21. This year’s Festival features competition in two equestrian disciplines, as well as a wide array of family entertainment and attractions at the Fair Hill Natural Resources Management Area in the beautiful countryside of Fair Hill, MD.
The festival features the United States Equestrian Federation (USEF) CCI*** Championship, one of the most prestigious three-day events in the United States. It will also be the first event to present five of the six national driving championships offered annually by the USEF.

EQ105 Conditions Governing Competitors in USEF Medal Classes. [Chapter EQ. Equitation Division] Effective 10/1/07:
3. A contestant’s legal residence at the time they apply for membership is maintained throughout the year.
3. 4. A rider can enter Medal classes anywhere in the United States but the number of points to qualify for the Hunter Seat Medal Final (or semi-finals if held) depends on the requirements of the rider’s point state of his legal residence. A rider’s point state shall be the state given on the rider’s membership application. That address is locked on December 1 of the competition year or the first day of the rider’s membership activation, which ever comes first. However, a Life member’s address is always locked on December 1 of the competition year. The address given on the membership application must be the state where the rider resided the most number of days in the previous competition year regardless of other legal or mailing address (e.g. a rented P.O. Box, a mail forwarding service, or other temporary domicile). If a rider is found not in compliance with this rule, the rider may be subject to disqualification from the USEF Hunter Seat Medal Finals. A person may apply to the Federation for permission to change their point state.

JP100 Eligibility. [Chapter JP. Jumper Division] Effective 10/1/07:
[Note: This proposal is to change an already-approved rule change that will go into effect on 12/1/07.]

For all If a USEF Jumper Sub-Committee and or Jumper Task Force members is composed geographically, the Zone State of a Jumper member is the one that the member resides in the majority of the year. , regardless of other legal or mailing addresses. (e.g., a rented P.O. Box, a mail forwarding service, or other temporary domicile). In extenuating circumstances, a A person may apply to the Federation’s National Jumper Committee for permission to represent a different State. Zone different from the above.
3. The Zone of a rider Individuals qualifying to participate on a National, Regional, or Zone Jumper teamswill be determined by the rider’s point state. that necessitates assigning a Jumper member to a particular Zone, the Zone of a Jumper member is the one that the member resides in the majority of the year, A rider’s point state shall be the state given on the rider’s membership application. Exception: A full time student, 18 years of age or over, attending school outside of his/her traditional home Zone may choose his/hers parents’ (or legal guardian’s) residence with permission of the Federation. In extenuating circumstances, A person may apply to the Federation and the National Jumper Committee for permission to change their point state. to represent a Zone different from the above.

Equestrian Land Conservation Resource Gets Leaders Together To Solve Land Issues
Representatives from many of the 34 organizations that have their headquarters at the Kentucky Horse Park (KHP) in Lexington gathered on September 17 for a reception hosted by the Equestrian Land Conservation Resource (ELCR). The ELCR is one of the newest tenants at the KHP’s National Horse Center, and its leaders plan to make these get-togethers a monthly event to facilitate joint projects to preserve the land that’s critical to all these groups’ constituents.

Lifelong Supporter of Saddlebred Breed Shan Donaldson Passes
An active and well-known member of the Saddlebred community, Shan Ellis Donaldson, died on Tuesday, September 25, 2007, at St. Joseph Hospital in Lexington, KY. She was 60. The Georgetown, KY, native became an equestrian at an early age, and her love of horses led to her parents, R. E. Ellis Jr., DMD, and Martha “Perkie” Ellis, founding the Longview Riding Camp. Shan and her husband of 40 years, Jamie Donaldson, started their own horse photography business. For many years, Shan could be found at the horse shows displaying their photos.

Niall Grimes 1976-2007
Irishman Niall Grimes suffered a heart attack last Friday, September 28, while in Lexington, KY, at the Kentucky National Horse Show. You may have heard or read intermittent updates. The number and variety of these reports speak to Grimes' popularity, hopes for his recovery, and fears otherwise. With that in mind we regret to report that his battle has been lost.
