Changes to the USEF Computer List Effective March 17, 2009

Lexington, KY – The following changes to the CSI/CSIO aka the USEF Computer List will become effective March 17, 2009. Changes in

SELECTION
of the Selection Procedure for CSIO/CSI Competition
Discretionary Selection:
“However, with
the
approval of the Show Jumping High Performance Committee and the Executive Committee or these committees’ designees, the chef d’Equipe shall have the authority to replace one or two athletes who would otherwise have been named to the team
or as an alternate
due to his or her ranking on the Computer List. However, using ranking on the appropriate Computer List, the replacement athlete must be one of the first twenty applicants found on the Computer List, e.g. the replacement athlete might be ranked 30th on the appropriate Computer List, but could still be one of the first twenty
applicants
for the tour or competition, depending on who actually applied. Furthermore, when making the replacement selection, the chef d’Equipe will take into consideration, but not be limited to, the following factors:
1. The ability to compete without incurring jumping and/or time penalties;
2. Previous international experience of the horse/rider combination, including the demonstrated ability of the horse and rider to succeed in either FEI or International Level Grand Prix Show Jumping competitions within the past 2-3 years;
3.
Current ranking on the FEI World Ranking list
4. Other attributes, which may include, but are not limited to, carefulness, scope, and consistency, etc.
Exception: For the CSIO at which the Super League Nations Cup Final is held, in years that Olympic and Pan American Games or World Championships are held, the chef d’equipe shall have the authority to name the team with athletes that have been selected for that year to represent the United States at the Olympic or Pan American Games or the World Championships.
Alternates will be named in order of their ranking on the Computer List used to select the team. However,
I
n the event that the Chef d’Equipe chooses to exercise his discretionary choice, the Chef d’Equipe may also recommend that the horse/rider combination that has been replaced will be named as the first Alternate, and, if two discretionary choices are used, first and second Alternates. “

SUBSTITUTIONS FOR VETERINARY, MEDICAL and/or EXTRAORDINARY REASONS
- After a team has been named, the Chef d’Equipe shall also have the ability to exercise discretion to substitute horse/rider combinations in the event of veterinary or medical reasons or extraordinary circumstances having a direct bearing upon obtaining the best qualified team for the tour/competition in question, but only with the unanimous approval of the Show Jumping High Performance Committee. Openings, if they occur, will be filled by offering the spot to be filled to horse/rider combinations in order of their ranking
on the Computer List
used to select for the tour/competition in question
as approved by the Executive Committee. However, if none of the listed horse/rider combinations are available, using the criteria outlined above for discretionary selection, the Chef d’Equipe shall have the authority to recommend to the team or as an alternate a horse/rider combination that may not have submitted an application, but only with the approval of the Show Jumping High Performance Committee.
